The Deadliest State to Enter the Water Is One with No Surf: Alaska’s Drowning Rate Is Nearly 4x the National Average, New 50-State Analysis Finds
A FutureWristTech curated analysis merging CDC WONDER, U.S. Coast Guard and National Weather Service data ranks all 50 states by drowning death rate per 100,000 residents: September 2026.
Alaska has the highest drowning death rate in the United States about 5.0 deaths per 100,000 residents, nearly four times the national average, according to a new 50-state analysis published today by FutureWristTech. The same analysis finds that America’s most populous coastal states, New York, New Jersey and Connecticut, are the safest per person, a reversal of where the public assumes drowning risk is highest.
The study aggregates the most recent available state-level drowning deaths from CDC WONDER, recreational boating fatalities from the U.S. Coast Guard, and surf-zone rip-current deaths from the National Weather Service into a single ranked table, then normalizes each state by population to produce a comparable per-100,000 rate. Every state row is graded for data quality; Solid, Soft or flagged for verification.
- Deadliest state, per capita: Alaska, ~5.0 per 100,000, nearly 4x the U.S. average of ~1.3, driven by cold open water, boating and subsistence fishing.
- Safest states, per capita: New York (0.65), New Jersey (0.67) and Connecticut (0.70), large coastal populations with the lowest rates in the country.
- Boating: Florida records the most recreational boating deaths of any state (75), ahead of California (45) and Texas (40).
- Rip currents: Florida also leads in surf-zone rip-current deaths (20), more than the next three states combined.

The water Americans assume is safest isn’t where the danger sits, and the deadliest state has no ocean surf at all.
We wanted one honest, comparable answer to a question that gets asked every summer: where, and how, do Americans actually drown? So, we pulled the most recent state-level drowning deaths from CDC WONDER, recreational boating fatalities from the U.S. Coast Guard, and rip-current deaths from the National Weather Service, and merged them into a single table covering all 50 states.
We looked at more than 4,300 drowning deaths a year across the 50 states, normalized every state by population to a rate per 100,000 residents, and graded each row for data quality. Here is what the ranking shows.

The findings, in one place
Busy reporters can take everything they need from this list. Specific numbers are in red.
- Alaska has the highest drowning death rate in the U.S., about 5.0 per 100,000, nearly 4x the national average.
- The five deadliest states per capita are Alaska (5.0), Hawaii (2.9), Louisiana (2.2), Arkansas (1.93) and a three-way tie at 1.9 (Arizona, Florida, Montana).
- The safest states per capita are New York (0.65), New Jersey (0.67), Connecticut (0.70) and Massachusetts (0.80), the big coastal states, not the landlocked ones.
- Florida leads the nation on both surf and boats at once, the most rip-current deaths (20) and the most recreational boating deaths (75) of any state.
- At least 85 surf-zone rip-current deaths appear across the dataset, concentrated in Florida, Michigan, North Carolina, South Carolina and Texas.
- California and Florida tie for the most total drownings (470 each), yet Florida’s per-capita rate (1.9) is far above California’s (1.2). Why rate, not count, is the honest ranking.
- Colorado logged 21 boating deaths is more than most coastal states; from cold, high-altitude reservoirs, showing the interior’s danger is cold open water, not surf.
- Open water (lakes, rivers, reservoirs, ocean) is the leading drowning setting in more than 40 of the 50 states, backyard pools are a minority of the problem outside the Sunbelt.
- Roughly 69% of Hawaii’s ocean-drowning victims are visitors, not residents, and snorkeling, the activity tourists assume is safest, is the state’s deadliest ocean activity.
- In the Carolina surf zone about 49% of beach victims are out-of-state visitors and roughly 27% died trying to rescue someone else, the drowning most people never picture.
The full findings
Alaska is the deadliest state to enter the water; by a wide margin
Background . The obvious guess for most dangerous water is a warm beach state with heavy tourism. We ranked every state instead by deaths per 100,000 residents, using CDC WONDER, so population size can’t distort the picture.
Results Alaska tops the list at about 5.0 per 100,000, nearly four times the national average of ~1.3 and well clear of second-place Hawaii (2.9).
Context Alaska’s toll is a cold-water and boating story: subsistence and recreational boating on frigid open water, where cold-water shock incapacitates a swimmer in minutes and rip currents are a non-factor. It reframes drowning as a cold-and-remote problem as much as a warm-beach one.
The safest states per person are the big coastal ones
Background If warm surf drove the ranking, the crowded coastal states would sit at the top. We checked the other end of the table.
Results New York (0.65), New Jersey (0.67), Connecticut (0.70) and Massachusetts (0.80) have the lowest rates in the country, despite rip-current-heavy shorelines and enormous water exposure.
Context Sheer population is part of it, a fixed number of shore deaths spread across tens of millions of residents keeps the per-capita rate low, but so is dense lifeguard coverage on managed beaches. It’s a genuine reversal of where the public assumes the risk lives.
The states with the most drownings aren’t the deadliest per person
Background Raw death counts are what usually make headlines. We put counts and rates side by side for the five highest-count states.
Results California and Florida tie at 470 deaths a year and Texas follows at 438, but per capita they diverge sharply: Florida sits at 1.9, California at just 1.2.
Context This is the single most important caveat for anyone citing drowning rankings. A big state will always top the count; only the rate tells you whether an individual is actually more likely to drown there.
Florida owns both the surf and the boat problem
Background Boating and rip currents are usually treated as separate hazards. We ranked states on each.
Results Florida leads both 75 recreational boating deaths (ahead of California’s 45) and 20 rip-current deaths, more than the next three states combined.
Context Note the surprise on the boating chart: landlocked Colorado ranks near the top (21) on cold high-altitude reservoirs. Inland cold water is a boating hazard that rarely makes the national conversation.
The reversal: the water tourists think is safest is the one that kills them
Background Hawaii is where the safe activity assumption is easiest to test, because its drownings are heavily tied to specific ocean activities and to visitors.
Results About 69% of Hawaii’s ocean-drowning victims are visitors rather than residents, and snorkeling, widely seen as the gentle, beginner-friendly option, is the state’s deadliest ocean activity.
Context Snorkelers float face-down, breathing through a tube, often unaware of a cardiac or breathing event until it’s too late and a first-time visitor has no read on local water. The lesson generalizes: perceived safety, not measured danger, is what puts people in the water unprepared.
The drowning nobody pictures: the would-be rescuer
Background Public drowning imagery is a lone swimmer in trouble. The Carolina surf data captures a different pattern.
Results Along the Carolinas’ rip-current coast, roughly 49% of beach drowning victims are out-of-state visitors, and about 27% died attempting to rescue someone else.
Context The rescuer toll is the most preventable line in the whole dataset: a floating object thrown from shore saves both people, while swimming out unaided too often produces two victims instead of one. It’s the kind of counter-intuitive, specific finding water-safety reporters reach for.

Methodology & data quality
State drowning death counts and per-100,000 rates from CDC WONDER (underlying-cause-of-death, unintentional drowning). Recreational boating fatalities from the U.S. Coast Guard’s recreational boating statistics. Surf-zone and rip-current fatalities from the National Weather Service. Visitor-share and activity-level detail from state health-department and ocean-safety reporting where available.
Each state’s drowning deaths were divided by its population to produce a comparable rate per 100,000 residents, then states were ranked on that rate. A cross-check rate was calculated independently from deaths and population to catch transcription errors. Counts reflect the most recent year available per source and are not all drawn from an identical reporting year, a limitation we flag rather than hide.
Data-quality grading
Every state row is graded Solid, Soft or flagged. Soft rows rely on partial or mixed-year sourcing; flagged rows (e.g., Iowa) contain a known issue in the underlying data and are excluded from the featured claims. Several states; Michigan among them, do not track inland-lake drownings statewide, so their true totals are likely undercounts.
What’s next
This release is the geographic cut. A forthcoming update will add the per-participant activity ranking; boating, paddling, scuba, snorkeling and swimming normalized by number of participants, which is where the safe activity is deadlier than the feared one comparison can be locked to an exact ratio.
