The Cost of Scuba Certification in 50 Countries

We recorded the advertised price of the entry-level Open Water certification at 178 dive shops in 50 countries, converted every price to US dollars, and ranked them. Here is what it actually costs to become a certified scuba diver around the world in 2026.

Ask what it costs to learn to scuba dive and you get a shrug and a range. The real numbers sit on the websites of individual dive shops, one price at a time, in a dozen different currencies — and no one had put them side by side. So we did. We pulled the published price of the beginner Open Water Diver course from 178 dive centers across 50 countries, converted each one to US dollars at a single day's exchange rate, and built the ranking below. Here is what the data showed.

The findings at a glance

Scuba certification is 3.9× more expensive in the priciest country than the cheapest

Background. The entry-level course — PADI or SSI Open Water Diver — is the same qualification worldwide: a few days of theory, confined-water practice and four open-water dives. That makes its price genuinely comparable from country to country, which is rare. We took the median of the priced dive shops in each country so one unusually cheap or pricey shop could not swing the result.

Results. The full ranking runs from India at a $318 median to Iceland at $1,226. The chart below shows all 49 countries we gathered data for.

Context. Among the 37 countries where we had a solid sample of three or more shops, the gap is still wide: $318 in India against $856 in Maldives, a 2.7× difference. Iceland tops the overall list because cold-water diving in a drysuit, at sites like the Silfra fissure, is a different and costlier undertaking than a warm-water course — one reason your where matters as much as your budget.

Asia is the cheapest region to learn; Europe the most expensive

Background. Travelers plan by region before they pick a country, so we averaged each country's median within its region.

Context. The pattern tracks the dive-tourism map. Asia's high-volume training hubs — Thailand's islands, Indonesia, the Philippines — compete hard on price, while Europe's shorter seasons, higher wages and colder water push costs up. For a new diver, the cheapest certification on earth and a plane ticket to a warm-water hub can still cost less than certifying at home.

The sticker price is not always the full price

Background. A course price only means something if you know what it covers. For every shop we recorded whether the advertised price included the online theory (eLearning), rental gear, and the agency's certification fee.

Context. Only 69% of prices include the eLearning, which commonly adds a separate charge, and 83% include the certification fee. A headline price that looks cheap can land higher than a dearer all-inclusive one once theory, gear and the card are added — the single most useful question a beginner can ask a dive shop is simply what is not in this price?

The same certification, very different prices — inside one country

Background. National averages hide how much prices move from shop to shop. We measured the spread between the cheapest and most expensive shop within each well-sampled country.

Context. In the Maldives the gap between the cheapest and dearest shop is $651 for the identical qualification. The lesson is the same everywhere: shopping two or three dive centers in the same town can save more than flying somewhere cheaper.

Methodology

We collected the advertised price of the entry-level Open Water Diver certification (PADI or SSI, or the local equivalent) from the official websites of 178 dive shops across 50 countries, targeting five shops per country and at least three. Prices are the standard group-course rate shown in 2025–2026; we excluded try-dives, referral/open-water-only options, private and one-to-one courses, and advanced courses. Where a mandatory cost (eLearning, a lake or marine-park fee) was charged on top, we added it. Every price was converted to US dollars using reference rates dated 5 October 2026 from open.er-api.com (daily reference rates); the per-country figure is the median of its shops. Countries with fewer than three priced shops (12 of them) are shown but flagged as lower-confidence. Prices change and currencies move, so treat these as a 2026 snapshot rather than live quotes.
